It is only available for premium subscribers. The new feature, seen on v1.2.0 of the tab, can be accessed by visiting Your Music, then the Songs tab, and then clicking the new Available Offline button, below the Shuffle Play button.
It's been reported that in some regions Android users have already received this new feature along with the security update Spotify issued last week after the security breach. Popular music streaming service Spotify on Monday added a new button to its Android and iOS app for users to download list of tracks available offline.
